An analogue of linode and digital ocean. VPS for $5-10/month. But not American. And not Russian.
Recommend one that you yourself or your friends have used.
The type of virtualization should preferably be the same as on linode and digital ocean. That is, so that it does not get worse.

France and the Netherlands: Scaleway (not a very fast disk system, there were packet losses from Russia), generally a pleasant provider, my site is spinning there, but VoIP took it away from there.
Germany: Hetzner is also a nice low cost provider. Another grandfather rented there.
Russia: VScale - I raise all sorts of small services from them, where it is critical to have a server in Russia and / or a small ping inside Russia (game servers, VoIP).
