Amazon free tier won't let you run 2 instances now?
Just a week ago, I successfully launched 2 instances simultaneously - Ubuntu and Windows server.
As far as I know, 750 hours are given there, which are divided between the number of running instances.
Today I'm trying to create a second Windows server instance - it says to me "Launch Failed
Your quota allows for 0 more running instance(s). You requested at least 1"

750 hours per month using a t2.micro instance with Windows
For example, you can run 1 instance for 1 month or 2 instances for half a month.
Validity expires 12 months after registration.
You just had your account limited, write to the support, they will increase the limits.
two instances can be run for 15 days, then everything is paid,
well, disks and traffic if you exceed it is also paid
