But I did not find the function marked "write the author a private message" - maybe I was looking badly. I went to the author's profile, there I saw the "Note" function. Is this a private message, or do I need to act differently? Thank you.

A note is something that only you can see. Such a personal tag for the author.
Private messages - this is an envelope icon to the right of the user's rating numbers.
If you don’t see it, then you have a ReadOnly account, a personal is not available for them, you need to improve your account with an invite - habrahabr.ru/info/help/registration

These are private messages.
