Am I cheating on Apple?

Let's say I have a mobile application - a text blogging platform.
Any user can create a blog on the platform.
Unlike existing platforms, a blog author can make blog entries available to other users in the form of a paid subscription. Set the desired price and receive % of each transaction, minus the commissions of Apple and the platform itself.
Thus, any users who want to read the author's blog should issue an in-app purchase auto-renew subscription specifically for this blog. For example, to consume the investment advice of a cool expert.
I am a platform developer based in Russia.
When I signed an iTunes contract and filled out Tax forms, I indicated that I am not a US resident, I have no business there, I pay taxes in Russia. Based on the fact that I will only have authors from Russia and I will pay them myself and everyone will pay their taxes in Russia.
Suddenly, an author from the United States registered on the platform.
And I decided to create my own blog.
Thus, after receiving payment from Apple, I have to send part of the money back to the US territory to the author of this blog. And while the author of the blog is not my employee, some of the work required to make a profit from the App Store will be done in the US.
Am I violating the terms of the contract in this way?
What will happen if yes? Will this product not be approved for me on itunes connect or something else? Or is everything ok? And what contract should I conclude with Apple to implement such business logic if the current one does not fit?
I would be extremely grateful for an answer.

this is called Royalty tax
, the scheme is confusing, but you make it very complicated, in short - you don’t violate
