All layers in the layout are hidden. Why?

I opened the layout in Avocode , and all the layers are hidden and you have to manually turn them on. What is the problem? In Photoshop, the situation is the same, I even tried another layout, just the same.

A layout with disabled layers weighs less. Because Photoshop generates a full resolution preview for everything that is included in the layers, and accordingly the generated previews are saved with the file. This is an age old hack for PSD optimization.
