Algorithm for applying text to an image in certain places?

Hello!
I have never worked with mobile applications before, I got caught by the client and could not refuse.
There is a template for certain documents in which the fields are empty and there is data that we receive from the user. The task is to enter all this data into the required fields. The easiest way is with the help of margins. Due to the fact that there are a cloud of documents, this approach is not suitable.
I will be glad to any ideas.

Scatter text fields in random order according to the template, hang drag'n'drop on them, move to the right place, save coordinates, submit for output.
If you use libraries , in any case, you will have to fence a bunch of styles for each template. We got a template, got words from it, recognized it, applied a style.
