After migrating a Joomla 3 site, language variables stopped loading. What can be wrong?

I transferred the site from the locale to the hosting, everything works, I enter the admin panel, but instead of the normal descriptions of the label names - only variables ala "JPAGETITLE" "MOD_MENU_SYSTEM MOD_MENU_COM_USERS_USERS MOD_MENU_MENUS MOD_MENU_COM_CONTENT MOD_MENU_COMPONENTS MOD_MENU_EXTENSIONS_EXTENSIONS MOD_MENU_HELP"
What could be the matter?
