Adequate price for hosting with SSL?

Once upon a time, I took a domain for a hundred rubles and hosting separately from Best Hoster . Not so long ago I decided to make an application in VK, paid another 400 rubles to my hoster and they gave me a dedicated IP for using SSL (this is the company's policy). All this is on the Lite tariff, I have no requirements for a hoster, as long as it is available 24/7.

Well, in short, knowing that my tariff costs 1080 rubles a year, and a dedicated IP costs 30 rubles a month according to hosting support, I was going to pay for the renewal and found out that it would cost me 1080 host + 1200 dedicated IP (100 rubles each per month) + commission for transfers = 2400+ rubles.

First, in my opinion, some crap with buying a dedicated IP for use with SSL.
Secondly, it seems to me already a horse price of 2,400+ rubles a year for the minimum wage.

There are no complaints about the quality of services and support to the hoster. And here's the question:
1. Is it really expensive?
2. If yes, where do you go?

On Timeweb, Let's Encrypt is free.
The minimum price of hosting is 1188 rubles + ru/rf domain as a gift.
It is not clear why you need a dedicated IP at all.
You should always pay attention to reservations.
Such as "first year", "first month", "promotion" and so on.
Timeweb now has a fair price, no stars.
For 2400 a year it is better to take a poor VPS than hosting.

Now all more or less sane hosters have made support for Let's Encrypt.
No extras. IP is not needed for it (SNI).
