Addresses like ip:port are not opening

I don't know why, but neither in Chrome nor in Firefox can I open addresses like ip:port. Connected via an open wifi network. Nearby is a laptop with Windows 7 on board, connected to the same network and everything opens there. Where to dig? I tried to change the dns settings (although where does it come from?), It doesn't work. System on laptop: Xubuntu 12.04.

The problem seems to have been resolved. At home, where the router is located, everything is fine. But where it was blocked (university network) - I can’t check it yet. But something was corrected by the person who deals with these addresses. Although this is clearly not his fault, tk. other ports not related to this topic were also blocked.
