Adding payments to a free app on Google Play

At the moment, it is not possible to register a seller account on Google Play. Can I post a free app now (with ads), and later, when I register a seller account, add paid features (turn off ads)?

As far as I remember, there is only a developer account - and it doesn't matter whether you have a paid application or not. It is only necessary to take into account that not all countries withdraw money by Google.
And purely in terms of usability and user feedback - it's better not to do this ;-)
