We can't decide on an adaptive - who is responsible for developing designs for web / tablet / phones? Designers did it the old fashioned way, now they are squinting at layout designers (css media queries). It is clear that the choice of layout structure - rubber - adaptive - responsive - mixed - lies with the layout designer. And who is responsible for making decisions - changing the size, position, visibility of elements depending on the screen size?

This is a budget job. The layout designer does it cheaper, but at his own discretion. And so is the designer.
