Actionbar NAVIGATION_MODE_TABS in landscape orientation - how to do it in two lines?

In landscape orientation Actionbar is built in one line and tabs are displayed between the title and icons, and in portrait tabs are displayed in the 2nd line.
How to make Actionbar with tabs always on two lines?
