Accounting: How to register long-developed software as an intangible asset?

Our organization developed the software on its own 10 years ago. Then they received a certificate for a computer program.
Now we figured out that the program is not accounted for as an intangible asset and in fact we are selling to the customer just a CD in a box, and not a license for the right to use it. This entails the need to charge VAT. We want to do the right thing under the license agreement to sell the right to use, so as not to pay VAT.
During the development, accountants entered the costs into the general ones and did not attribute them to this software, they did not make orders from the director for this development.
As a result, now the accountants tell me that they can register the software only on an off-balance sheet account.
I'm a developer, not an accountant, so I can't help them.
Question: is it possible to somehow take this software into account as an intangible asset in this situation?
