Access to unlicensed content in Dropbox\US equivalent - is it safe?

Thought experiment :)
Suppose we have a PC with a licensed axis and unlicensed software/media content.
It is known that when crossing the US of A border, they may be required to present a PC for inspection and, if counterfeit goods are found, create problems.
Encrypting the external drive\internal data partition does not look like a good solution, because. potentially detected and, in such a case, customs may require decryption for screening / deny entry.
Those. the only option seems to be placement in the Dropbox cloud or similar, however:
- how safe, for example, is it to download unlicensed portable MS Office\media content from a cloud in the USA?
- video content takes up quite a lot of space, and it is inconvenient to push it into the cloud.
Are there any alternative solutions that are easy for the average user to use?
Thoughts about some kind of VPN, etc. are spinning in my head. (which, theoretically, could safely download the same torrents while in the US), but all this is a dark forest for me...

even when traveling to Kazakhstan, I came across an inspection of a laptop and media, but superficial ... and in general it’s better not to take risks carrying terabytes of not quite licensed films with you, prepare only the necessary and save working files in the cloud, so that if the media is seized at least not lose the result of the work, well, and regularly change passwords so that they could not use the intercepted one.
