Access 2019 activation error?

I download the office installer, after installation I try to activate with a pre-purchased key and I get the following message:
"This product key is for a version of Microsoft Access 2019 with a multi-user license, which is not currently installed. To use this product key, contact your administrator.

If the key was purchased from the officials, then contact MS technical support.
