Hello, help me understand: on whose side the error is, with me, with the provider, with the site admin.
There is a site: www.windows-noob.com from work I go to it perfectly. From home, no. At home, I go to the Internet through ASUS RT-N65U. I did not set anything non-standard on it - everything is out of the box. Pings go to the site, tracer - too:

If the site opens normally from work and through anonymizers, then it's not your business to perform diagnostics, and it's not the provider's business to dismiss that "everything is ok" with him.
Either the provider understands what's going on, or be patient and work through an anonymizer / proxy / vpn, or change the provider to a more adequate one (if possible).
