A working and free android app for sending SMS to several numbers from the list?

There is a list of several dozen cell numbers, I want to send them all SMS (for vigilant citizens - not spam).
I tried BulkSMS-RSIP - it says that it was sent, but the SMS did not come to the test number. Multi SMS - similar.
The rest need a list in CSV format and a lot of underusability.
Who knows a working and usable app?

And there should not be such after the amendments to the law on communications in 2013 and 2014. Now sending SMS in Russia is a very expensive thing and spam filters at the operator level really work. The shipments are carefully filtered with the replacement of the sender's signature. The SMS gateway needs to have direct contracts with operators for a specific signature in order to let such messages through. So all clients to foreign gateways that change signatures definitely do not work.
You can send messages from your number. But even here the ambush - everything that is over 100 messages per hour - is cut by another filter (at least for the beeline).

Try MTS communicator. The service of the provider itself, so it simply cannot be more legal.
