A very simple CSM for a website. File manager and simple file editor. Is there such a thing?

Need a very simple CSM for the site.

Requirements:
- a simple file manager, download, upload files to the desired folder.
- a simple text file editor, no bells and whistles.

Nothing else needed, no plugins, no bells and whistles. Therefore, heavy CSMs like WordPress, Joomla, Drupal, etc. don't offer. Is there something very simple?

A very simple modern open-source CMS without tons of legacy under the hood is October . This CMS is so austere, there is not even a user system, navigation controls, etc. in the box. All this is put, if necessary, by separate plugins. Therefore, the user will not receive an overloaded admin panel. The philosophy of the platform fits well with the philosophy of Unix, which in a simplified form sounds like:

Do one thing, but do it well.

This is 100% about October.
The file manager out of the box is still present. =) It's not entirely clear what you mean by
simple text file editor, no bells and whistles

But the files from the admin panel are reactive. October can generally work as a flat-file CMS without a database. I recommend you try it and decide for yourself. In any case, you will hardly find a CMS that is so simple out of the box and at the same time with a huge margin of scaling (under the hood of Laravel).
