A site with a bad reputation on the same account as a site with a good one?

If there are several sites on one account in the Google console, and some of them are under sanctions, does this affect the issuance of the rest? For their ranking?
I mean, the reputation of one site affects the reputation of the others on the same account? Could it be that a young site without the old mistakes (like newbies make on their first domain) will rank better precisely because it is initially free of technical errors?
And how does Google feel about the fact that I created several accounts in Google Analytics (but under one Google email address)?

No.
Otherwise, there would be ads "I will add your site to my account with a good reputation."
Unlikely. Past mistakes are forgotten after a while. But the year of domain registration and how many years the site has existed (and not just a stub) - affects the ranking.
If Google created these accounts, it means it's normal.
