A simple vue.js website builder, would vue-routed work?

I started to make a site-constructor for my graduation project. In short, then the header + 3 sections + footer. There are 2 options for each block. On the left is the toolbar, on the right is the drawing of the selected components. The question is: can vue-routed be used for this purpose? Or can only 1 component be used in vue-routed on 1 page?
