A program to merge partitions on a flash drive?

There is a flash drive on which two sections have long been made using some program. Now you need to merge all these sections back into one. There is no need to save the data.
Recommend a program to do this.
I tried MiniTool Partition Wizard - the program freezes.

the problem is that all programs perceive these two partitions as separate physical disks
