A program for local storage of textual information with labels (tags)?

In general, maybe someone has met this.
Requires a program for Windows (preferably) like Evernote, but running locally, with no connection to the server at all. You can, of course, not under Windows, then there will be an example of how best to write it yourself.
It just needs to store important data with the ability to use labels. Those. so that, like in Evernote, you can select several tags at the same time and see only entries with both of these tags at the same time, or even any of the tags (ie either "&&" or "||").
If it were possible to select the post type by template and edit the template, then it would be generally super.
PS. I came close to writing it myself, but suddenly there are already ready-made options.
P.P.S. OpenSource would be generally optimal, but not critical.

You need a web organizer.
The most popular is CyberArticle. And articles from the Internet shakes more correctly than anyone. Arbitrary entries are also supported with labels.

I use and consider the most convenient program. I tried others but settled on this one. You can install it on mobile devices, which is also a plus.
