Recommend a good React.js development course.

he taught himself - here (off docks, EN)
he wrote - here (RU, there is also about redux). In 2018, the second edition was published , the first was read by more than 250,000 readers. (pdf/epub/mobi can be found here ).
Explanatory translation of a good article (react + redux) - on
Habré. I can’t tell you about the video, because I didn’t look at react (but there are two excellent screencasts on redux on egghead.io).
I didn't see anything good in Russian. Unfortunately, on one "educational project", which has already been inserted into the answers more than once - the video course (judging by the first free lessons) - is bad.
ps I am doing the next tutorial project, but have not yet decided whether there will be a video version or not, it is very time consuming.

Just fix the received theory along with practice, and learn about the basics of react (JSX, VDOM, etc.), about the state of forms and how to work with hooks.
