If there are no restrictions on money, then you can buy an iPhone 4. I have been using it for 4 months, the camera is quite tolerable, it can replace a soap box.
N8 would not advise a friend like this. It suffers, but the camera is also not bad at all.
If you are ready to put up with two main drawbacks:
1. symbian
2. Very slow
You can take n8, but for iPhone 4.
The second option is to buy a good camera and phone. Since a camera phone is still a phone, not a camera (((

among androids, SE has the most worthy cameras.
You can wait a bit until the release of xperia arc, there will be a camera as much as 8 megapixels, and most likely quite decent
