A free order execution control system?

There was a need within the department to raise the system for monitoring the execution of instructions, but as always happens in state offices, no money was allocated for this.
At first I thought about the option of writing a simple web application myself to solve this problem, but there is absolutely no time.
Tell me a ready-made version, preferably on ASP.NET, which you can use for free for a while (until your hands reach the implementation of your system, about 3-4 months).
Cloud services are not suitable due to the lack of Internet access for employees.

The order control system itself can and does exist, but it is difficult to say what meaning you can put into this concept. In a certain sense, MS Outlook can also be considered an order control system. If you use mail under Exchange and Outlook to receive and send email messages, you can also use it for assignments. Well, if your task is wider than the simple execution of tasks, if you need to expand your horizons and Outlook is too weak for you, I advise you to pay attention to electronic document management systems, in which order control mechanisms are more advanced.
