A bootable USB flash drive from under Linux is not being created, what is the error?

What I did:
1. I downloaded the Windows 8 image
2. I mounted it using Furios ISO Mount
3. I formatted the USB flash drive to ntfs using GParted, set the BOOT flag
4. I copied the image files to the USB flash drive with the cp -R command
5. I installed ms-sys, with using the sudo ms-sys -7 -f -w /dev/sdb1 command, I recorded MBR
6. And nothing works ...
The laptop does not see the USB flash drive as bootable ... What is wrong, what should I do?
