3G modem

On the beech is Windows 7 Starter, I insert a 3G modem (beeline), the program is installed.
I start, I connect in the client, the connection is established outgoing traffic goes and the incoming is not, the network connection icon appears in the tray as if a network cable was connected and a connection error occurs, as a result there is no Internet.
There are no firewalls, turning off the firewall does not help.
So I thought maybe in Windows 7 Starter what was cut from this area, or other reasons?

Which access point (APN) is internet.beeline.ru or home.beeline.ru? There must be a second one.
