Is it possible to make an FTP server accessible from the outside, which has an Internet access channel via a 3G modem? The IP address is certainly not white, otherwise there would be no question.

No, no server can be made accessible from the outside without having a white address or the ability to manage NAT.
As a solution option - an external server with a proxy + VPN to it.
In Ukraine, some opsos already make it possible to get an honest external static IP address for something around 30 hryvnia (less than half a dollar / month), or, for free, but dynamic.
1. Buy an external IP address.
2. The VPN mentioned above does not work for Beeline and / or MTS, forcing the user to purchase a special service. At the same time, SSH is quite functional.
3. You will need another server with SSH and an external address. Your 3G-FTP server itself establishes an SSH connection to the server and encapsulates its traffic into this connection.
