2d editor for parallax effect?

I am looking for a 2d editor that can make a similar effect stephband.info/jparallax/
The main feature of the editor: Compile for all major platforms: PC, Android, IOS
do not offer ps unity3d, as I am looking for other editors, unless of course I find something better and more profitable for the price, then I will use it, although 2d, if I'm not mistaken, is not the main direction of this 3d engine.

Parallax can be simply considered formulas. Implemented in any game engine. The same coconut will suit you in theory.
