1C: Accounting. Why do file databases work fine, but when connecting SQL databases, 1C starts to require a license?

It seems that I have not seen anywhere information that it is necessary to purchase an additional license.
Terminal license for 20 workplaces.

When working with file databases, you only need a user key.
When working with the SQL version of the database, in addition to user keys, there must also be a 1C Enterprise cluster key, since now work with databases goes through it.
