[ZF2] when entering Cyrillic into the url line, there is a problem. How to fix Cyrillic?

When afdasdfasdf is entered into the URL string, notFoundAction is called, but if you enter fyvafyvfyvfvatsyf or any other Cyrillic alphabet, it is not clear which action the request goes to. What about Cyrillic? Has anyone solved such problems?
