Zabbix 3.2 why are there false positives for Actions?

Hello. Two days ago, the problem started: ALL actions containing a condition like
Trigger = hostname: Zabbix agent on hostname is unreachable for 5 minutes.
Those. through all configured notification methods, messages like PROBLEM come: hostname : Zabbix agent on hostname is unreachable for 5 minutes, and then almost immediately OK: hostname : Zabbix agent on hostname is unreachable for 5 minutes - and so on for each host for which sending is configured alerts.
At the same time, if you look at the history of triggers / data elements / problems of the affected nodes, you can see that the trigger did not work, there is a flat line in the Agent ping element (ping was not interrupted, especially for 5 minutes), in Recent problems it is empty.
Actions are configured for a long time, there were no problems.
