Yota mobile Internet is cut by 0.5 Mbps, and not by 1 Mbps when distributing, what could be the problem !?

The problem is the following, I connected the second SIM card to the HTC One M7 Yota phone, the speed is more or less satisfactory from 1 Mbps, the signal level is almost always maximum, but when I distribute the Internet speed during the test it always keeps about 0.5 Mbps and never exceeded this values, what could be the problem!?
What was done:
1. Checking in different parts of the city and even in different cities, the result is the same.
2. Checking on another phone IPhone 5S, the result is the same.
3. Checking with the distribution mode turned on, but not a single device is connected + there is a traffic and speed monitoring program to eliminate data loss. The result is still the same.
The test was carried out using the speedtest.net site and a similar program for android and ios.
PS Tech support shrugs..

It seems to me that tech support is cunning. They are aware of the "problem". In a nutshell, the problem is most likely that your provider limits the distribution of the Internet from the phone and uses the TTL field of the IP packet for this.
