YII2 migrations not running?

Do not pass migrations (base on a remote server). I tried to register both ip and port, an error occurs

there is a connection to the database and it works, what are the possible solutions, no one has tried it through the mySQL console, and how then at all?

it is quite possible that the connection settings for the console application have not been made for you, are you using some kind of yii2 basic or yii2 advanced template?
