Yii. How to assign an operation to a specific user?

For example. There are 3 roles - admin (1 person), moderator (5 people), manager (5 people).
There are certain operations and tasks for them. How can I assign another operation (or task) for one specific user from the moderator group, which is available only to the admin? Let's say createUser I'm
using cdbauthmanager.
