I'm not going to say 100% that it's impossible. But for a year and a half, I faced the same problem. I dug up Ya.money, wrote to the support service.
As a result, I had to withdraw to an account in a Russian bank, and from there I already sent it to a person in Ukraine.
Since everything is through online banking, I didn’t have to go anywhere.

so far you can only pick up in cash at any branch of the "instantly" system. bank transfer to Ukraine is in the works.

If to a PrivatBank card, you can withdraw via em24.com.ua.
Automatic transfer of funds. Other banks have a delay of several hours.
