Xwiki takes a very long time to deploy without internet, why?

Guys, such a problem appeared. It would be desirable to lift xwiki. But it should spin in a separate server. And everything seems to be not bad, but there is one thing. If xwiki is on a network without internet, it takes a very long time to deploy it in the tomcat logs. That is about 60-90 minutes. If you give the virtual machine access to the Internet, this ailment disappears at once, the deployment does not take more than 10 seconds. Has anyone come across how this problem can be overcome?

Have you tried other installation options? Do they repeat the same thing in your network? (Jetty + HSQLDB, Glassfish + Oracle (MySQL))
