XFCE cache fill?

I came across this statement on the Internet: "XFCE is actually not very light. At bootup it is, but that's not what counts. What counts is caching, because the system clog up the more you use it if memory is not being handled the right way . XFCE does not handle memory well. So when you close an app, it stays in the cache."

Has anyone come across? is this really the case with this DE?

At a minimum, there are questions to this statement, because the core, not the DE, is still involved in loading and unloading applications.
