WSL, MySql why is the connection denied?

Tried ubuntu, ubentu 18.04 NTS, debian, and even open suse, WSL distribution roles.
I install LAMP (later MySQL/MariaDB separately), start service mysql start+ mysql_secure_installation, set the root password, allow network connections, leave anonymous, test database, etc. And in no way can I get MySql login - neither phpMyAdmin, nor DbForge Express for MySql, nor mysql -u root -p. only in the WSL console, under root - everything is allowed there with and without a password.
What am I doing wrong?
