Write applications for iOS 4 (iPhone 3g)?

Is it possible to develop for the specified device, for practice, in order not to buy a new device, in the project settings, the "iOS Deployment Target" item can be set to 4.3, but in the settings of xCode itself and in the simulators only iOS 7 & 8.
