Wrapper utility for unicode?

We are looking for a console utility, which is a wrapper over other programs, recoding stdin and stdout as it should. Actually, you need it when you connect somewhere via ssh, and there is some kind of KOI-8, if not cp1251. When I ran into it last time, they suggested the name, but, alas, I forgot it. Tell me if anyone knows.

So, I found it, only now the problem is:
luit -encoding cp866
Warning: couldn't find charset cp866; using ISO 8859-1.
Although the locale is generated and in general everything is there.
