Please tell me how it is better and, possibly, where, it is better to look for layout designers in XAML. Programmers may know how, but very large volumes of visual representations are present in our projects. I would like to speed up the development process by separating the visual and functional parts.

It seems to me that you are unlikely to find a layout designer for xaml (although MS is now actively pushing xaml to the web, so they will appear), but you don’t really need one. An ordinary layout designer is also suitable for you, who should be allowed to master Blend. It's not difficult at all.
The main thing is that it will design better than an ordinary proger. And he will master blend.

A year ago, I asked the same question (As a result, I didn’t find anyone sensible, I had to typeset everything myself. I used Blend 2013 and 2015 at the same time, because there are significant differences.
