Wow effect and web designer?

I work in Adobe XD and Photoshop. We received a request for a landing page with a wow effect.
(Clarified, animation is needed). How can I, a web designer, and even a beginner, bring this idea to life?

I see several options for how to do it:
1. Make intermediate states. For example, the user clicks on a link, the button turns purple, then the color spreads across the page in a semicircle, then converges to the button, revealing updated content, and finally disappears, and the button becomes active.
You can draw button states and add 3 states to that as the color diverges.
For accuracy, you can describe directly in words.
2. View demos of all sorts of solutions and send links to them to the coder, write where and what to connect.
3. Work together with the layout designer on effects. - You, as a designer, create an idea and describe it, it helps to implement or refuse if the implementation is too expensive. It's good to have a friend with whom you've already worked. You can offer the client a full development of the site, with layout and hosting. But this already bored me)
In any case, you need to discuss this with the client, explain, negotiate.
