Working with vk.com api?

Gentlemen, as part of the training, I am writing a small program for WP7 to work with VK. The application is authorized in a purely programmatic way (similar to this goo.gl/YSV9z ). The access bitmask is set. But when requesting getUserSettings, I always get that the mask is set to 0 - that is, the application does not have any rights.
For myself, I can set the settings through VK.com itself - how can I do this for other users?
I also found mentions of test mode for applications, but only mentions of how to use it could not be found.

If we are talking about the settings for the application when it is launched by other users, then they themselves set (that is, they give permission to access some categories of their profile) the settings - you only specify the ones you need.
