Why was ReactDOM moved to a separate library?

Because React is all so unopinionated and like you can use it how you want, where you want and in conjunction with whatever you want.
In fact, of course, nifiga: it is impossible to use it anywhere and without terrible crutches otherwise than in the "standard" way.
