Wordpress: Why is stylefile editing not being applied?

In the browser and the code editor, the file has the same path (the hover is visible on both screenshots). Attached screenshots, incl. and functions.php
I'm just getting started with wordpress and there's an unexpected dead end. Nothing foreshadowed trouble.
