Wordpress theme is the basis for your design. Templates in page attributes. Page builder?

I am transferring a site of approximately the same structure to WP, in connection with which a number of questions arose. I will be grateful for your help!

1. We need a simple, adaptive, lightweight theme-the basis on which you can make your own design (I don’t want to pull the old layout). At the core, I would like to see bootstrap or a similar framework with a grid, headings, buttons, and more. It is desirable initially flat-design. No settings are needed at all, I plan to write everything once in templates and css. The only thing I would like is an example of how you can take out a fragment of the template (for example, the contents of the footer) in the theme settings.
2. The site involves posts and pages (with static content and PODS inserts).
Posts are rendered according to one template, pages - according to another (some themes have a template choice in the page attributes, when editing it, the theme must be able to do this, or how to do it? Throw a link to the docks, I could not find it). In my case, for pages, the layout will be empty (the design contains the page), for posts, a template like Block 1 + sidebar is included.
3. Page builder. I tried several plugins, none of them suited me - too complicated, inconvenient.
In fact, you need a WYSIWYG constructor like flexbe.com/, which will allow you to quickly assemble pages from simple typical elements: Block (color, background), heading, text, grid (2-3-4 columns), images. Ideally, if the set of elements can be set by yourself. An example of such a page (consists of two blocks) is in the picture at the beginning of the question.
