WordPress the whole site as an admin panel. How to do?

I want to make a small website-CMS. I liked the way the WordPress admin area looks like in WordPress, and I would like the whole site to look like this.
It will be a small portal for internal use. Mainly to create, store and view various internal information of a non-profit organization. So this design is just right, because it is convenient for work.
Giving just everyone access to the admin panel is bad, since the site will also need real admins. How can this be implemented?

The appearance of the site is determined by the theme. Choose a recovered theme from the catalog (see demos on the sites, not in the catalog).
Use child themes to change the theme
