Wordpress page builder own blocks?

There is a ready HTML layout. The task is to divide it into blocks, pull it on WP, so that you can make new pages with different content from these (your own, custom) blocks. There are both text blocks and blocks with sliders and galleries. What plugins do you recommend?

Depending on what level of builder you need.
You can write your own blocks for such giants as visualcomposer and elementor. I don't know how elementor is, but sooner or later visualcomposer will start to fail.
You can write your own builder in ACF . It will be reactive, but not very visual.
You can look at Unison .
It is also clearly worth considering that WP5 will be released soon with its gutenberg builder. You can already install and try, but I would not recommend doing this on a site that brings money.
