Wordpress (or hosting) doesn't give away all the pictures. Why?
There is a site. Hosted by beget. Situation - when updating the site, pictures are not loaded completely or partially. Sometimes they load.
Communicated with a hoster - thought limits a resource. Says no - sent to the anonymizer. All pictures are loaded there.
I checked it with myself, with a friend, and with a couple - they also do not load. Providers are different (one region of Russia).
The client is fine.
Several more sites are hosted on the same hoster account - everything is fine with them.
Where to dig? Where to look for the reason?

I think it's worth starting with checking the hosting IP address in the Roskomnadzr database , there are a lot of sites - someone could sin. And providers do blocking differently. You can also trace the route to the host ( Traceroute ), see at what stage the packets are lost.
If there are no problems here, see caching, it is usually written in Apache or nginx configuration files. There may also be a problem with redirects configured on the site itself (look at .htaccess)
